This Full Stack/Web Developer position will work on the Web & Cloud Applications team, which as a unit focuses on DevOps, Cloud native design & development, UI/UX design, content management, reporting & analytics, and relational database design & development among other areas in support of the organization and citizenry. The teams’ software development efforts have received several accolades and awards on projects such as StormSense (Edge computing cloud-based solution) and VB Connect (Alexa and Google Assistant based solution). With the transition into the cloud, the successful candidate will be part of a team that is undergoing significant and exciting technological transformation. Some of the activities involve Containerization, Continuous Integration/Continuous Deployment, Blockchain, Chatbot, and Native cloud development to name a few.



Job duties include:



  • Create site layout/user interface from provided design concepts by using best web practices.

  • Perform placement and layout of web site pages given client provided content.

  • Perform application/framework design as needed.

  • Gather specifications/requirements as needed.

  • Perform routine daily maintenance of existing sites and applications.

  • Understand the challenges being addressed by an engagement and collaborate with team members and customers to deliver a technical solution that meets the unique needs of our clients.

  • Help our customers maximize the value of their web presence by building accessible, high-performance web applications using the latest web standards.

  • Create quality deliverables to communicate technical solutions to appropriate audiences.

  • Design, develop, unit test, and deploy web-based solutions using common standards and frameworks.

  • Leverage the City's internal programs and self-directed training to continually develop industry relevant knowledge and skills.

  • Provide technical mentoring and leadership to more junior resources

Minimum Requirements:



Software Engineer II Minimums: Requires any combination of education (above the high school level) and/or experience equivalent to four (4) years in fields utilizing the required knowledge, skills and abilities, and associated with such positions as web developer, junior software developer, junior application developer, junior software engineer; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.



Software Engineer II Minimums: Requires a Bachelor's Degree in an Information Technology related and four (4) years of professional IT experience; OR any combination of education (above the high school level) and/or experience equivalent to eight (8) years in fields utilizing the required knowledge, skills and abilities, and associated with such positions as full stack developer, software developer, application developer, software engineer; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.




SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Alpha I Status: Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City's operational status.

Preferences:


  • 4 or more years of rapid web development, using HTML5, CSS3, Tailwind, Vue, and other modern frameworks/standards.
  • Ability to create responsive website and understand device agnostic development techniques.
  • Experience in the Adobe Creative Suite (Illustrator, Photoshop, Lightroom, etc.)
  • Demonstrated experience interacting with RESTful APIs, GraphQL and jSON feeds.
  • Understanding of performance testing and optimization techniques.
  • Experience integrating UI technologies with Content Management Systems (CraftCMS, etc.).
  • Experience in cloud technologies: including AWS services, CI/CD, containers, and Kubernetes.
  • A solid understanding of web application development processes, from the layout/user interface to relational database structures.
  • Understanding of front-end development best practices (accessibility, 508/WCAG compliance, performance optimization, SEO).
  • Strong communication and writing skills.
  • Ability to communicate directly with peers, managers, and clients while leading development to a completed and successful solution.
  • Strong organizational skills to manage multiple timelines and complete tasks quickly within the constraints of clients' timelines and budgets.
  • Ability to grow professionally in a highly flexible and fast-moving environment.
  • Awareness and pride in 100% client satisfaction.
  • Demonstrated progression in standards-compliant web development.
  • Ability to present technical ideas and high-level concepts and solutions to internal and external team members with varying degrees of technical knowledge.
