The Junior Financial Analyst must possess a strong working knowledge of MUNIS and possess the ability to instruct others on the proper use of the system. They must have an understanding of the City municipal budgetary process and accounting system. Applicants should have a working knowledge of the State procurement laws and experience in accounts payable. Previous experience working with privileged and confidential material desired.


Essential Functions:


  • Manages vendor invoices and track open payables, prepare, and generate requisitions. track and maintain purchase orders.

  • Assists with purchasing procurement and fiscal budget preparation.

  • Receives On Duty Injury Reports and work with 3rd party adjusters on medical bill review and adjustments.

  • Processes medical invoices and work closely with providers.

  • Processes medical documents and attend and present at quarterly medical review panels.

  • Assists with state and federal grant applications.

  • Tracks and maintains grant funding.

  • Complies with mandatory quarterly reporting and record keeping for all expenditures.


Recommended Minimum Qualifications:


Associate degree in Accounting, Finance, Business or Public Administration and three (3+) years of experience working with MUNIS and other financial systems, knowledge of City municipal budgetary processes and accounting systems, working knowledge of State procurement laws, Accounts Payable experience, or any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.


Previous experience working with privileged and confidential information highly desired.



Knowledge, Skills and Abilities:


Knowledge:
Thorough knowledge of municipal finance, accounts payable and procurement principles, practices, and procedures; thorough knowledge of generally accepted accounting principles, knowledge of accounting standards and applicable Massachusetts General Laws, regarding finance, insurance, and procurement; knowledge of municipal budgetary functions; knowledge of financial software applications; thorough knowledge of the operations of city departments.


Abilities:
Ability to develop effective working relationships with department personnel, subordinates and with the public; ability to express oneself clearly and concisely verbally and in writing. Ability to use office equipment efficiently.


Skill:
Excellent organizational skills; excellent data processing skill in the use of personal computers and financial software including word processing and spreadsheet applications. Excellent analytical skills.


Work Environment:


The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant. Employee may be required to work beyond normal business hours in response to attend evening meetings or complete work assignments.

Physical Skills:


Few physical demands are required to perform the work. Work effort principally involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing. May also be some occasional lifting of objects such as office equipment and computer paper (up to 30 lbs.)


Motor Skills:


Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, operating a telephone, personal computer and/or most other office equipment including word processing, filing and sorting of papers.


Visual Skills:


Visual demands require constantly reading documents for general understanding and analytical purposes.


Hours:
Part-Time up to 19 hours a week (not benefits eligible)

Salary: $32.50 hourly
