Summary The incumbent serves as Budget Analyst in Fiscal Management Service (PMS) at the VA Southern Nevada Healthcare System (VASNHS). The Budget Analyst serves Network healthcare facilities that make up the Southern Nevada Network. The incumbent provides financial information and analysis to executive leadership to enhance decision making of the VASNHS to provide efficient, cost-effective healthcare to the veterans of Southern Nevada. Responsibilities The incumbent assists in providing budget administration functions, travel functions, certifications of fiscal transactions, control execution, and review of assigned portions of the appropriated funds budgeted to the V ASNHS. The incumbent will provide these duties for Fiscal Service· and Medical Center staff. The work requires procedures· and practical skill in the application of advanced budgeting regulations and procedures associated with forecasting, recording, reporting, maintenance of good internal control, processing, and tracking budgetary transactions (E.g., the credit receipt, transfer, allotment, withdrawal, obligation, or outlay of funds for the medical center's needs). Provides financial advice and performs financial assistance work for internal Agency operating programs. Examples of such programs include education, research, operations, construction, or maintenance programs in direct support of the mission or objectives of the facility or installation. Performs budget work for internal operating programs in support of one or more of the phases, or systems, involved in budget administration including the formulation, presentation, or execution of a budget. Performs budget formulation duties involved in the process of preparing detailed analyses and estimates of annual funding needs for one or more future budget years. Provides management officials with procedural and regulatory guidance concerning availability of or limitations on the use of funds. Acts as the Primary Purchase Card Coordinator. Complete and submit new credit cards. Ensures required training is complete. Registers new credit cards in VISTA. Prepares, certifies, and submits required reports. Assists cardholders with issues. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Knowledge and skill in the application of methods and techniques to analyze and evaluate the effects of continuing changes in program plans and funding (e.g., cost-benefit analysis, management by objectives, probability theory, etc.). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. You will be rated on the following Competencies for this position: Analysis and Problem Solving Budget Administration Financial Analysis Financial Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
