ABOUT CJA 


The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor’s Office of Criminal Justice. CJA is the City’s main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to tens of thousands of persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency’s databases, which are used to conduct research on case processing, court outcomes, and criminal justice policy in New York City. CJA’s programs operate in the criminal courts and detention facilities 24 hours a day, seven days a week within the five boroughs of NYC, employing over 280 employees, citywide.

Program Summary


NYCJA’s Information technology team provides strategic vision, leadership, and innovative solutions so that our 280 staff at 13 locations have the trusted data and applications they need to provide high quality pretrial services and research.  IT staff have strong customer focus, partnering with business units and stakeholders to pilot new programs, and create custom applications with an eye towards future business needs.   Our dedicated professionals meet challenges head-on by being flexible, expecting change and supporting each other in a culture of mutual respect, trust and teamwork that encourages personal and professional growth. 


Position Summary
NYCJA is looking for a Sr. Business Analyst to join our Information Technology team.  In this role, you will work closely with business partners to align technology solutions with business needs. Based on a deep understanding of our business, you will define the scope of technical projects and improvements to our systems.  As the Technical Business Analyst, you will work in an agile development environment, managing the backlog developing key artifacts and communicating with all stakeholders to help ensure smooth operations.   


Primary Responsibilities:



  • Partner with business stakeholders to prioritize, coordinate and execute projects and enhancements.

  • Own functional tasks and deliverables, including process definitions and flows, requirements gathering, vendor selection, fit/gap analysis, functional design, testing, training, and report specifications.

  • Participate and lead detailed requirements gathering to understand business processes and assist the customer in determining if and how system enhancements may improve business function.

  • Work directly with the development teams (internal & external) to accurately convey business requirements, clarifying as needed and maintain requirements documentation & traceability matrix.

  • Understand and track risks, assumptions, and dependencies associated with assigned projects. Effectively resolve conflict, remove roadblocks, and address concerns as they arise.

  • Coordinate and facilitate meetings to prepare Epics, Features and User Story documentation as well as other project related artifacts in Azure DevOps.

  • Build, review, and own test plans and test cases, facilitate the gathering of test data.

  • Test and evaluate systems to verify changes work properly and that business requirements are met, facilitate user acceptance testing and release approval.

  • Maintain project documentation and contribute to end-user and system documentation. Coordinate and participate in knowledge sharing, code review and training.

  • Follow change management procedures to support smooth deployments.

  • Collaboratively work with stakeholders and development team to resolve or diagnose defects.

  • Understand and ensure compliance with all CJA policies and procedures including security, confidentiality, and privacy requirements, including protection of Personal Health Information.


Qualifications:



  • 3 years of demonstrated work experience in a Business Analyst role working in an Agile development environment. Azure DevOps experience, agile certification(s) a plus. 

  • Bachelor’s degree in business administration/Technical degree or equivalent experience.

  • Solid SQL, Power BI, Excel PivotTable, Visio and other data visualization experience required.

  • Strong research, analytical, and troubleshooting skills, and the ability to gather and interpret relevant data and information is also required.

  • Very organized with excellent attention to detail and the ability to handle multiple initiatives, making sound decisions in ambiguous or difficult situations.

  • Knowledge and understanding of project planning tools like MS Project preferred.

  • Self-motivated, organized, and independent worker who proactively follows-up and delivers results without close management.

  • Strong interpersonal skills, excellent verbal and written communication skills. Works collaboratively among all levels of staff, adapts responses to different audiences (technical and non-technical).

  • The position is currently hybrid remote/onsite at our Manhattan, NYC office


LOCATION: Lower Manhattan 


SALARY: $90k-115k Commensurate with experience.

Note: This position is expected to operate on a hybrid schedule with in-person work at least 3 days per week through the end of 2022.  The successful hire must be able to assume responsibilities that are both remote and on-site, in accordance with CJA policy at the time of hire.
