The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.



 



Title of Position:



Accountant I – Disease Control Business Center



 



Your Specific Responsibilities:




  • Expertise in the use of Health Management System (HMS) for registration, eligibility, billing and collection and reporting.

  • Expertise in the use of Change HealthCare (insurance eligibility system), CareWare (or other Ryan White identified systems), Availity, Wages and other systems. Ensures preparation of weekly Ryan White Program invoices and reports are accurate and complete.

  • Answers all incoming Disease Control phone calls as part of a call center.  Including but not limited to signing into and out of the Avaya phone systems. Utilizing the established “hotline” system for clients who must speak with a clinic staff member immediately.

  • Inputs all Disease Control billing, re-billing and suspended billings to ensure appropriate reimbursement within Disease Control into HMS, CareWare, e2Hillsborough and other systems as necessary to maintain reimbursement.

  • Disease Control medical billing include but not limited to:  Medicaid, Medicaid Managed Care Plans, Medicare, Medicare Managed Care Plans, commercial/private insurances, Hillsborough County HealthCare Plan, Ryan White, Refugee services, Immunization services and fee for service collection from patients at the Specialty Care Center.

  • Provides back-up to the other Accountant I’s as necessary including but not limited to scanning documents into HMS, CareWare and other systems as necessary.  Ensuring Ryan White eligibility is completed and documented.

  • Ability to provide appointments via the Health Management System.  Appointments should include basic program and eligibility requirements with appropriate notes in the HMS notepad.

  • Coverage at the Specialty Care Center’s cashier / information booth location. Ensures all procedures, requirements and reports are meet. Assist in cash audits and internal controls to safeguard cash.

  • Provide HMS, billing and coding training as necessary for the Disease Control Division.

  • Completion of EARs, timesheets and attendance at meetings as necessary.




  • Travels and performs other related duties. Attends approved trainings.



 



Required Knowledge, Skills, and Abilities:




  • Knowledge and skilled with a personal computer, including but not limited to Microsoft 365 (Word, Excel, Power Point, MS Teams). 

  • Knowledge and expertise in use of copier, scanner, fax machines.  Organization skills an absolute must. 

  • Must be an effective communicator



 



Qualifications:



 



Minimum:




  • Two years of experience with data entry

  • Two years of customer service experience



 



Preferred:  



 




  • Bilingual in English and Spanish
