Position Summary



The Salvation Army Northern Division is hiring a Program Director at the Minneapolis Harbor Light Center. The Program Director is a high capacity position, and is responsible for supervising the Housing and Shelter Management/Supervision Team. Specifically the Program Director will oversee program operations, program evaluation, recordkeeping and stats. This position is also responsible for providing clinical consultation and responding to crisis’ and /or mental/physical/chemical health situations throughout the Harbor Light. The Program Director is also responsible for the coordination and implementation of a training curriculum for staff, including topics such as crisis response, harm reduction, trauma informed care, and cultural competency.





Serve as a role model for staff and represent the agency in the professional community. This is a full time regular position with a workweek expectation of 40 hours per week. Expected salary for this position is from $80,000.00 - $88,000.00 depending on qualifications and experience.





Qualifications





Master’s degree in Social Work from an accredited institution; licensed by the MN Board of Social Work as a Licensed Independent Clinical Social Work (LICSW) or eligible for LICSW licensure within one year of hire, preferred. Master’s degree in a related field with independent licensure (LP, LPCC, LMFT) or within six months of independent clinical licensure (LPC, LAMFT) also considered.



Must be willing to support the mission of The Salvation Army. Background should include working with the public, interfacing with all levels of management, budgeting, and public speaking. Experience with, mental health, chemical addiction and homeless populations. Understands the delivery of social services and eligible benefits in relation to the above populations. Be self-motivated with high ownership of role responsibilities. Possess an aptitude in both written and oral communications. Be trustworthy, especially in confidential matters. Demonstrate problem solving skills and be well organized and efficient. Sensitive to issues of homelessness, unemployment, and cultural diversity. Computer literate, including proficiency in the use of MS Office and ability to use and manage databases including ServicePoint. Must be able to pass The Salvation Army background check, pre-employment drug test, and MVR driver qualifications. Must have valid driver’s license. Must be CPR/First Aid certifiable. It must be understood by the incumbent that the provisions of Safe From Harm will apply upon commencement of employment, and also understood that the required Safe From Harm training program must be satisfactorily completed within the first thirty (30) days of employment.





Essential Duties and Responsibilities

  • Adhere to the guiding principles of The Salvation Army's social services ministries as outlined in Faith In Action with an emphasis on intentional outreach in the area of pastoral care to those we serve.


Supervision and Management


  • The incumbent has the authority to take tangible actions against any direct report to include: (hire, discharge - (involuntary termination), demote, promote, transfer and discipline). However, all such tangible actions, with the exception of discipline that does not result in involuntary termination, are subject to final review and approval by the Divisional Finance Board, DFB.

  • Hire, train and supervise members of the Housing and Shelter Management/Supervision Team in coordination with the Executive Director and Chief Operating Director.

  • Ensure all employee performance evaluations are completed annually. Ensure that reviews of new hires occur after 90 days and annually thereafter.

  • Assist in additional staff hiring upon request of the upper management.

  • Supervise internship program and provide Clinical Supervision to Social Work Interns.

  • Participate in office and department meetings, and other continuing educational seminars as appropriate; participate in community meetings and networking as requested by the Executive Director or Chief Operating Director.

  • Work with regulatory groups for adherence to program standards.

  • Represent The Salvation Army in interagency councils and other community groups. Provide representation to other key programs and community agencies in order to build a strategic and positive impact on the Harbor Light housing programs.

  • Understand and actively participate in promoting affirmative action and EEO efforts. This includes making affirmative hiring decisions; encouraging and facilitating protected class employees in promotional opportunities and the development and maintenance of a bias-free work and Program environment.


Policy and Procedures


  • Implement applicable policies and procedures for each program, in compliance with program contracts.

  • Develop and maintain policies and procedures for the Programs in cooperation with the Executive Director, Chief Operating Director and Program Managers. Ensure policies and procedures have been approved by applicable DHQ representatives.

  • Have a working knowledge of agency and site policies and procedures and ensure consistent enforcement.


Strategic Direction

  • Work with the Executive Director and Chief Operating Director to evaluate programs, develop and update programs and the development of the annual budget.

  • With Executive Director and the Chief Operating Director establish and monitor annual goals and objectives for the programs.


General


  • Able to successfully manage numerous competing priorities.
  • Assist with other departmental functions as requested (i.e. Disaster, special events, etc.)

  • Complete all required reports and statistics for the program.

  • Monitor fiscal health of Housing and Shelter Programs and stay within assigned budget parameters.
  • Manage and comply with all Government and program contracts.

  • Perform all other duties as assigned or at managements’ request, which include the annual Kettle Campaign.




Working Conditions



There are normally no hazardous or significantly unpleasant physical working conditions, with the exception of the occasional emotional distress or turmoil (due to varying situations) with and between staff and/or clients. The duties and responsibilities of this position cannot be performed from home.
