Basic Function

The current vacancy is in the Finance department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.


To perform the daily claims management function for the resolution of a tort, auto, property/casualty, and subrogated claims for and against Ramsey County. This includes investigating and negotiating settlements, authorizing payments related to claims and litigated matters, and recommending amounts for county tort and auto self-funded claim reserves subject to the enterprise risk manager’s approval. This also includes assessing and investigating all statutory notices of claim served upon the county; attending mediation and or settlement conferences as needed; providing advice, assistance, and recommendations to the county risk manager and departments to reduce existing and potential claims.


Flexible Workplace


This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two days per week are performed in the office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Examples of Work Performed

  • Manages Tort, Auto Property and Cyber insurance claims including self-insured and insured claims. Conducts claims investigations, manages subrogation claims and collaborates with insurance claims adjusters. Negotiates settlements in conjunction with the County Attorney’s Office. Oversees financial processing or claim payments. Claim management may include assessing and investigating statutory notices of claims served upon the county, hiring investigators, adjustors, or experts as needed; gathering relevant evidence and information through interviews, site visits, documentation and use of technical experts as needed; assessing and determining the value of claims; meeting with the county attorney regarding legal issues; evaluating, negotiating and settling subrogation issues; preparing and finalizing settlement documents; negotiating and authorizing settlement payments for claims and related litigated matters from tort and auto funds; filing appropriate forms with state agencies as required by law; and implementing guidelines and procedures for handling claims, including standardized files, report forms and procedures manual.

  • Responsible for the oversight and implementation of department’s claims tracking databases. Acts as systems administrator and data analyst in various systems.

  • Research government regulations, laws and rulings concerned with risk, insurance, tort, and employment liability; analyzes their impact on the County and its programs and takes appropriate action.

  • Coordinates renewal of insurance policies directly or in conjunction with insurance brokers. Acts as facilitator between department contacts and insurance broker/carrier. Elevates concerns to risk manager as warranted.

  • Coordinates claim review meetings with the Civil attorneys to analyze and establish amounts for quarterly county tort and auto self-funded claim reserves. Reserve management may include assessing new claims for potential county financial exposure and for possible settlement; regularly review all of tort/auto reserves for recommended adjustments.

  • Attend mediation and or settlement conferences as needed in order to participate in settlement (of claims or litigation) conferences resolutions or negotiations. This may include evaluating and preparing settlement options; preparing recommendations to the county attorney regarding potential risk exposure for county board consideration; assisting in making recommendations to departments and the county manager for reducing risk exposure and loss as a result of claims incurred; representing Ramsey County’s interest at administrative conferences, mediations and settlement conferences; and appearing in conciliation court on behalf of county departments with the authority to settle claims on behalf of Ramsey County.

  • Provide advice, assistance, and recommendations to the county attorney and departments to reduce existing and potential claims, using database software for analysis and observing work operations as the basis for recommendations. This may include recommending and implementing best practices for claims management to be used by departments.

  • Perform special assignments relation to claims and insurance management and other duties as directed.

Minimum Qualifications

Education: Bachelor's degree in risk management, accounting, business administration, insurance, economics, finance, Public Administration, or a related field.


Experience:
Three years of experience in any of the following areas: risk management, claims examination, claims administration, claims coordination or processing, claims management; property or casualty insurance management, paralegal with claims management experience, or accounting, or three years of experience as a Benefits, Claims Specialist; or experience in a closely related field.


Substitution:
A combination of education and experience that equates to 7 years can be substituted for a Bachelor’s degree and 3 years of experience.


Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

Training and Experience Rating = 100%



The examination for Claims Analyst will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.



Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Claim Analyst. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 3 months (s) or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.
