General Statement of Duties


This exempt position is responsible for providing process analysis to determine potential needs and identification of changes or improvements to the functionality and efficiency of these processes. Supports off the shelf software including installing, configuring, testing, monitoring and troubleshooting. Analyzes, designs, develops, and tests reports for business operations using client/server databases. Manages data gathering, queries, performs data analysis, and report writing for various projects, and business processes on request. Works with staff to determine business requirements, priorities, define key performance indicators (KPI), and develop business intelligence and data warehouse (DW) strategy.


Supervision Received


Works under the supervision of the Information Technology Manager.


Primary Duties and Responsibilities


  • Manages data gathering, queries, data modeling, and custom report writing for various projects and produces documentation and data analysis upon request.

  • Responsible for the application security process, user setup, role privilege definition assignment and security.

  • Oversees the installation and/or upgrade of new software and update package releases.

  • Documents business requirements and recommends information technology solutions to meet business needs and coordinates the planning, development, and implementation of these solutions.

  • Evaluates internal and external customers needs and abilities in order to provide appropriate solutions.

  • Identifies and provides input to new technology opportunities that will have an impact on the enterprise wide business intelligence systems.

  • Perform test and evaluations regularly to ensure data security, privacy and integrity.

  • Analyzes, designs, develops and tests reports for business operation/applications using client/server databases.

  • Assists in the maintenance and backup and recovery strategy for all databases.

  • Provides input to business requirements for the design of solutions.

  • Provides new employees with basic training of assigned software platforms.

  • Creates and maintains project work plans.

  • Attends technical and safety training courses and seminars as required.

  • Routinely performs physical cleanup and housekeeping of work areas and equipment and buildings using standard cleaning equipment and materials.

  • Other duties as assigned.


Knowledge, Skills and Abilities

  • Strong working knowledge of structured query language (SQL) and Microsoft SQL server.

  • Strong working knowledge of relational database systems (RDBMS), object oriented database management systems (OODBMS) and XML database management systems.

  • Solid working knowledge including, but not limited to Windows Professional, Windows Server and Linux operating systems.

  • Advanced understanding of the function and utilization of queries and data tables to organize raw data, produce actionable insights, reports, and effectively communicate new information through data visualizations.

  • Ability to work with various reporting tools such as SQL Server Reporting Services (SSRS), Microsoft Power BI and crystal reports.

  • Working knowledge of Active Directory, Microsoft Office Suite, Adobe Acrobat, Intel, HP, IBM.

  • Understanding of TCP/IP networking including routing, VLAN, VPN and security in a segmented LAN/WAN environment.

  • In-depth knowledge of the industry and multiple business functional areas.

  • Expert knowledge of Microsoft Office products, specifically data manipulation/collection through Excel and Access.

  • Basic knowledge of safety procedures and use of personal protective equipment and ability to apply safety principles on all job tasks. Ability to anticipate unsafe circumstances; act accordingly to prevent accidents, and promptly report accidents and hazardous conditions.

  • Ability to effectively communicate verbally and in writing, organize activities in order to complete tasks in accordance with priorities, address multiple demands and meet deadlines.

  • Ability to read and interpret documents such as safety guidelines, operating and maintenance instructions, procedure manuals, and technical documents.

  • Ability to work independently with broad direction and limited supervision. Ability to work effectively with supervisors, co-workers, contractors, and deal tactfully with users and the public.

  • Design, installation, and maintenance of enterprise distributed client server and desktop computer systems.

  • Network security policies, techniques, and procedures.


Qualifications / Experience

  • A bachelors degree in Computer Science / Information Technology, Business Management or related field is preferred. Degrees in other fields of study and previous experience may be considered.

  • Requires three to five years experience with report writing, technical support, installation, configuration, management and maintenance of networked database applications enterprise environment.

  • Additional education and professional certifications may be required.

  • Must possess a valid drivers license and a motor vehicle record within the acceptable or no less than borderline rating according to the Districts insurance company.


Working Conditions / Physical Activities


  • Normal work - week is Monday through Friday, up to 8 hours per day. Due to the nature of this job, work hours may sometimes need to be adjusted to accommodate working on systems outside of normal user times.

  • Works in a wastewater plant where elevated levels of noise, irritants, dust, dirt, bacteria, hazardous chemicals/air/materials and fumes are always present. May come into contact with raw wastewater. The Hepatitis B vaccine is strongly recommended and is offered at no cost by the District.

  • Work may take place outside in all weather conditions. May be exposed to risks typically associated with working around water, wastewater, chemicals, electricity and other man-made and natural hazards.

  • Performs moderate physical labor requiring the ability to lift and handle objects up to 50 pounds occasionally and/or 20 pounds frequently.

  • Full range of body movements including stooping, twisting, kneeling, bending, leaning, climbing, stretching and working in awkward positions.

  • Vision is needed for reading, recording and interpreting information, frequent hand/eye coordination for operation of computer keyboard, and operating a motor vehicle; speech and hearing are used to communicate with others over the phone and in person.
