GENERAL PURPOSE

Performs a variety of professional, technical and complex duties as needed to assist in coordinating the design and construction of City infrastructure. Serves as project leader in performing administrative and technical functions.


ESSENTIAL FUNCTIONS

Promotes and follows the City's mission statement, values and expectations.

Assists City Engineer with design, management, and construction relating to culinary water, secondary water, waste water, storm drain, streets, curbs and gutters, traffic engineering, street lighting and other public works projects; recommends and coordinates project priorities; supervises staff and assigns engineering projects under the direction of the City Engineer.

Assists City Engineer by coordinating and completing city survey work, preparing preliminary design, final design and construction plans and specifications for right-of-way purchases, road construction projects, culinary water, secondary water, sanitary sewer, and storm drain capital projects; serves as project engineer and construction manager; reviews and provides engineering stamp for all City projects; obtains necessary permits from local, county, state and federal agencies relating to projects; prepares cost estimates for Public Works projects, prepares contract documents, advertises projects, conducts bid openings, reviews bids, recommends responsive bidders, prepares award letters, and prepares council action cover and resolutions. Assists City Engineer by coordinating a variety of operations and activities including infrastructure analysis and public works projects; coordinates City master plans of culinary water, secondary water, waste water, storm drain, road improvements, traffic engineering, street lighting and various utilities; coordinates capital facility plans, capital improvement plans, impact fees and fees of various utilities.

Assists City Engineer with monitoring and overseeing project contracts; provides quality assurance review of various stages of project completion; initiates corrective action and change orders according to budget and as needed to maintain established local, county and federal standards; Assists City Engineer with establishing standards and criteria for selection of engineering consultants; negotiates contracts under the direction of the City Engineer; monitors consultant activities and work to assure compliance with standards and contract specifications; insures timely completion; coordinates inspections for engineering division projects.

Conducts pre-construction meeting for all Public Works projects and coordinates all construction activities to meet city standards with public works inspectors.

Performs work in coordination with federal, state, and county agencies related to various public works projects as may be required to meet applicable laws, codes, standards, and grant obligations.

Oversees and manages engineering functions related to the culinary water and secondary water systems; develops and maintains the City's culinary water and secondary water models; assures accurate maintenance of water system mapping; ensures compliance with all Federal and State regulations related to the administration of new and existing water system projects; prepares various reports, projections, and evaluations as required for the proper function of the culinary water and secondary water systems.

Assists City Engineer in the supervision of division staff engineers; may participate in interviews; may be responsible for evaluating employee performance; disciplines as necessary; assists in the organizing and conducting of division meetings.

Communicates effectively verbally, in writing with contractors, staff engineers and City staff; develops, and maintains effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public.

Serves as liaison with Federal, State, County, and local jurisdictions; represents the City as staff to various commissions and task forces; prepares various reports, projections, and evaluations as required; provides input to City Council and committees as required.

Acts on behalf of the City Engineer during absences of the City Engineer and/or as specifically delegated in order to provide continuity of services.

Performs related duties as required.


MINIMUM QUALIFICATIONS

Must have a bachelor's degree in Civil Engineering;

Must have eight (8) years of progressively responsible experience directly related to the above job duties; Two (2) years of which must have been in a senior engineer or supervisory capacity; OR an equivalent combination of education and experience

Must be a licensed Professional Engineer and must be current with the State of Utah or be able to obtain the same within 1 year of hire.

Must possess a State of Utah Water System Operator certification, Level 4 or be able to obtain within 1 year of hire.

Must posses a valid Utah State Drivers License
