Position Summary


Responsible for providing primary directive authority for Environmental Health and Public Health. Also, responsible for directing the personnel and budget of the department to meet the vision, mission and goals of the Managing Director of Health.

Number of Indirect Reports (include titles): Sr. Environmental Health Specialist, Health Specialists (9), Medical Coordinator, Public Health Nurse (2), Epidemiologist, Medical Assistants (2), Administrative Assistant (2), Department Coordinators (3), temporary employees (24)


 


Financial & Budget Responsibility: Department Budget: Create and administer departmental budget; advise Managing Director on budget issues as they arise. City Budget: With Managing Director, annually present newly developed departmental budget.


 


Essential Job Functions


  • Direct the daily operations of the Health Department, manage continuous improvement efforts for both divisions.

  • Establish priorities for the department and alter priorities/resources as demands arise.

  • Develop and implement appropriate and effective environmental practices based on regulatory compliance.

  • Develop and implement appropriate public health policies, lead public health response to disease outbreaks, and ensure that medical services comply with regulations.

  • Provide primary oversight for public health grant compliance and monitoring, develop annual public health grant proposals.

  • Evaluate staff performance, assess training needs and develop improvements to workflow and automation.

  • Coach and mentor division managers to develop them into future department leaders.

  • Develop proposed budgets for the department, create and track budget performance indicators, ensure that expenditures do not exceed budget allocations, develop proposed budget amendments as necessary.

  • Brief the Managing Director on status of department operations, projects and budgeting.

  • Review and approve expense reports of both divisions on a regular basis.

  • Provide updates to Senior Management, City Council and Dallas County Public Health Advisory Committee.

  • Manage Public Information efforts, ensure communication and education of community wide health issues and trends.

  • Acts as liaison to various local, state and county committees.

  • Respond and resolve complaints from citizens, and regulated community.

  • Appoint Health Authority for Garland and act as the primary point of contact to provide public health services for the cities of Rowlett and Sachse under the unified Health Authority.

  • Effectively communicate with the Health Authority, coordinate public health responses with Rowlett and Sachse under the unified Health Authority, maintain current standing orders for public health services, maintain current plans for health related disaster response.

  • Oversee administration of electronic medical records and other sensitive medical information.

  • Minimum Education & Work Experience

     Bachelor’s Degree in Biology, Chemistry, Environmental Science or Environmental Health or related field  7 years of related work experience  Professional Registered Sanitarian Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

    Preferred Knowledge - Abilities & Skills


    Education/ Experience:



    • 7 - 10 years experience in the Environmental Health field


    Knowledge, Skills & Abilities:



    • Extensive knowledge of City, State and Federal codes and regulations.

    • Extensive knowledge of principles and practices of environmental health programs and services.

    • Extensive knowledge of Environmental Health Practices

    • Extensive knowledge of principles and practices as it relates to Public Health

    • Considerable knowledge of chemical and hazardous products and basic sanitarian practices

    • Skill in Microsoft Office (Word, Excel, Outlook)

    • Ability to make decisions in accordance with established policies and regulations.

    • Ability to communicate clearly and concisely, both orally and in writing.


    Licenses & Certifications

     Valid Class C Texas driver's license  Professional Registered Sanitarian

    Physical Tasks & Working Conditions

    The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards. Infrequent exposure to unpleasant environmental conditions or hazards.
