As a Business Analyst you will be supporting our GDIT Federal Civil Division State and Local Health team for a state Medicaid program which will be publicly awarded end 2022. The program will have progressive growth and expansion of services as it is a multi-year program. The program will engage with state customers, other module vendors, subcontracting vendors and many stakeholder entities. The selected candidate will work with a team who has extensive Medicaid, healthcare, and project experience with multiple states.
Analyzes business and technical processes to formulate and develop business information processing systems. Coordinates with business and technology teams
Primary Responsibilities:
Serve as the Business Analyst supporting a set of modules being implemented for a state's Medicaid Enterprise System (provider, member, prior authorization, reference data maintenance) - those modules are separate products or SaaS solutions
Responsible for the business and service functions, with focus on consistency, quality, and compliance with client and GDIT policies and procedures
Responsible for decomposing contractual functional requirements and writing system and technical requirements for development, configuration and testing.
Perform requirements analysis through customer interviews, comparison to existing requirements, joint requirement sessions and creation of process flows, use cases, and other artifacts.
Coordinate with customer, vendors, business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls.
Interface with system developers and testers to clarify requirements and validate that they are designing, developing, and testing to the customer's requirements.
Provides expertise on continuous process improvement strategies, organizational redesign, change management projects, and performance measures for basic business process engagements
Identifies and analyzes business needs, conducts requirements gathering, and defines scope and objectives
Responsibilities may include, but are not limited to identifying and streamlining, centralizing, business improvement processes, manufacturing improvement processes
Uses quantitative analysis methodology to perform data, cost and benefit, and/or process measurement analysis
Researches process improvement techniques and industry best practices
Partners with business process owners during operations and management on strategic initiatives
May coach and provide guidance to less-experienced professionals
May serve as a team or task lead
What you'll need to succeed:
Education : BA/BS
Required Experience : 5+ years technical and/or operational experience
Required Experience: State Public Healthcare and/or Medicaid experience, technical documentation, user experience-based design.
Required Skills and Abilities: Experience documenting functional, business, testing, and reporting requirements. Strong communication (oral and written) skills, Strong collaboration skills, Ability to use tools associated with project management (presentations, reports, spreadsheets)
