Clinical Operations Administrator

The Administrator II, Director of Clinical Operations serves as the clinical leader for the University of Rochester Flaum Eye Institute and the Department of Ophthalmology at University of Rochester, is responsible for translating the clinical vision and strategic objectives for the Flaum Eye Institute to the clinical team, providing leadership and oversight to all clinical operations, and overseeing all training and development for the clinical missions. The clinical operation includes the clinical and diagnostic activities within FEI’s clinical and surgical locations. With an annual budget of over $48 million, the clinical activities include 106,000 patient visits, 5200 surgeries, and 28,000 diagnostic tests / procedures annually. This position will interact with approximately 36 clinical faculty, 4 clinical fellows, and 16 residents and more than 141 staff. Reporting directly to the Program Administrator, this position has significant latitude and exercise of independent judgment in order to implement the strategic clinical goals of the Institute.
Strategic Objectives (20%)
Collaborates with Department Chair, Program Administrator and Faculty Leadership on development and implementation of a clinical strategic plan for the Flaum Eye Institute (FEI) including recommendations to achieve regional growth, improved customer service, employee engagement, and maximized practice efficiency (lean performance improvement).
Collaborate with faculty and staff to build a culture that symbolizes Meliora.
Develops cultures of engagement, respect, and collaboration
Promotes the vision of the organization to all internal and external clinical stakeholders in order to enhance outcomes of strategic plans. Collaborates with the faculty on FEI strategic plan initiatives to ensure goals are met.
Attends national meetings with administrators of academic ophthalmology practices in order to network and benchmark best practices.
Administrative Management (20%)
Administrative oversight of all clinical teams, including, the Clinical Resources Administrator, the Director of Technical and Diagnostic Operations, Diagnostics Supervisor, Nursing Manager, and the following teams – Surgical and Clinical Physician Support Specialists, Outpatient Access Specialists, Referral Coordinators, and Call Center.
Manages SMH ambulatory outpatient ophthalmology service area; maintains oversight of regulatory compliance related to the 340b program, the Joint Commission, and provider-based rules for article 28 space.
Oversees clinical activities for all satellite locations to ensure consistency with overall FEI strategy, processes, procedures, and enterprise access goals.
Oversees clinical integration of new FEI practice acquisitions. Leads the transition of acquired practices into FEI clinical operations and processes to ensure consistency and to protect the brand.
Participates in department QA and QI review and initiatives; participation in URMC Group 3 Compliance Liaison Meeting.
Clinical & Diagnostic Operations (25%)
Responsible for overall Eye Institute clinical operations and the achievement of growth targets for clinical practices
Responsible for delivering the highest levels of customer satisfaction within the clinical operation and for creating an overall culture of excellence among staff.
Develops onboarding and ramp-up of new clinical faculty programs; building infrastructure and pacing integration of satellites and other resources.
Assesses the clinical operation for effective systems, structure, functions and leadership; develops and implements action plans to address gaps and sets goals for clinical growth and productivity. Modifies action plans as needed.
Develops, plans and implements distribution of clinical practices throughout the region, using data-driven model for leveraging satellite space and shared resources.
Training and Development (20%)
Oversees the development of comprehensive staff training, education and career development opportunities through the FEI Office of Training.
Coaches and mentors clinical supervisory team members in development of appropriate leadership skills.
Supports career ladder advancement for all clinical & diagnostic team members
Manages quality improvement initiatives to maximize patient satisfaction targets and goals.
Actively participates in departmental and URMC diversity, equity, and inclusion efforts.
Financial & Revenue Cycle Management (15%)
Monitors clinical revenues and volumes, and implements changes in clinical operation processes and staffing to ensure goals are achieved.
Partners with faculty to evaluate and respond to monthly productivity reporting trends.
Collaborates with Revenue Cycle Advisor, UBO Billing and Coding Administration to address deficiencies that tie back to front end process/procedures; Identifies revenue enhancing opportunities at the clinical department level and develops action plans to maximize reimbursement opportunities.
Oversee electronic charge capture, ensuring charges are entered appropriately, timely and accurately; charge reconciliation and cash management for all ophthalmology services rendered by URMC/Flaum divisions; participating in development of documented processes and protocols; disseminating information and accountabilities to front end operational teams.
Interacts with Revenue Cycle Advisor; monitors Epic billing performance metrics report (PMR), implementing action plans for improved outcomes and maximizing revenue potential.
Experienced clinician and administrator with strong strategic, management, process, and organizational skills. Must possess strong leadership, presentation and interpersonal skills.
Bachelor’s degree in clinical health care field (nursing preferred). Master’s degree strongly preferred (MBA or equivalent)
10 years of health care clinical and management experience in a progressive health care environment.
