**Job Description**

Responsible for the delivery of Product Specifications Documents to supplier partner(s) or delivery of process specifications to meet business specifications.

May be done in partnership with business partner(s) or via guidance to business partner(s) for execution. Defines system specifications needed to roll out flexible business models. Responsible for understanding business objectives. Performs process or functional analysis to identify gaps compared to specifications, confers and/or drives issues with management for resolution, and ensures overall fulfillment of business specifications. Responsible for day-to-day engagement with business and/or process subject matter experts. Advises and consults with business teams prioritizing allocation of people resources, addressing project team problems ensuring that all team deliverables are met, and developing and presenting proposals of project plan and getting agreement from appropriate stakeholders. Understands and applies theories to policies and operating environment needed to effectively and efficiently complete assignments.

Job duties are varied and complex utilizing independent judgment. May have project lead role. 5 years relevant work experience. BS/BA preferred.

**Responsibilities**

As a Senior Program Cost Control Analyst you will develop, implement and maintain program cost control systems to manage costs and deliver maximum profitability for federal programs and projects. You will perform and compile program- or project-level financial analysis and reporting to support business and project leadership including budgets and forecasts, cost estimates, trends and variances and risk impact assessments. This role will allow you to create and maintain detailed records of program expenses, validating costs are within contractual obligations and compliant with federal cost regulations and guidelines. In scope will be to oversee financial management processes for third parties as required, including collaborating with project teams to create business cases, budgets, forecasts and schedules. You will also establish pricing strategies and models that optimize program profitability and coordinate proposal pricing processes for new business opportunities. This role will represent financial management processes in project meetings and provide data-supported recommendations as well as analyze historical financial performance, identify adverse systemic or recurring factors and propose quality or process improvement initiatives to correct.

**Basic Qualifications:**

+ At least 8 years of total combined completed higher education and related work experience including:

+ At least 2 year of project/program management work experience

+ At least 6 years of completed higher education and/or additional work experience directly related to the duties of the job

+ Receipt of the appropriate government security clearance card applicable for your position

+ Due to the client contract you will be assigned, this position requires you to be a U.S. citizen

**Preferred Qualifications:**

+ Bachelor's degree in Accounting, Finance or Business Administration

+ Government Contracting experience

+ FAR regulations

**Expectations:**

+ Must reside in an already virtually approved area, Washington, D.C. area preferred

+ Must be willing to travel up to 0 -20% as needed

+ Willing to work additional or irregular hours as needed and allowed by local regulations

+ Work in accordance with corporate and organizational security policies and procedures, understand personal role in safeguarding corporate and client assets, and take appropriate action to prevent and report any compromises of security within scope of position

+ Perform other responsibilities as assigned

**Range and benefit information provided in this posting are specific to the stated location(s)**

California Pay Range: from $37.45 to $72.88 per hour; from $77,900 to $151,600 per annum. May be eligible for equity.

Colorado Pay Range: from $31.44 to $65.58 per hour; from $65,400 to $136,400 per annum. May be eligible for equity.

New York City Pay Range: from $35.34 to $69.23 per hour; from $73,500 to $144,000 per annum. May be eligible for equity.

Washington Pay Range: from $39.52 to $69.23 per hour; from $82,200 to $144,000 per annum. May be eligible for equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience and market conditions, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
