PURPOSE
The Procurement Specialist is responsible for acquiring materials and products, locating key vendors and suppliers, negotiating the Tribe’s purchasing agreements, and ensuring materials and products meet the Tribe’s needs and specifications. Incumbent will assist in building and maintaining vendor relationships to secure the best prices on quality products for the Tribe
REPORTING RELATIONSHIPS
Reports To: Procurement Coordinator
Supervises: Up to 2 FTE
Liaison To: Employees, clients, communities
ESSENTIAL FUNCTIONS
- Identify suppliers of goods and services
- Stay up to date on industry trends and new products
- Compare available goods with industry trends to determine appropriate pricing
- Negotiate terms with suppliers such as price, quality of goods, deadlines, expectations, etc.
- Liaise with suppliers and project managers regarding updates and details of goods
- Create purchase orders and tally these with supply requests and orders
- Analyze invoices to ensure accuracy of goods delivered
- Monitor inventory to ensure the follow of goods remain positive
- Attend meetings with stakeholders to ensure any contractual obligations are favorable to the tribe
- Work closely with the project team to understand details of procurement requirements

NECESSARY SKILLS AND KNOWLEDGE
- Proven experience working as a procurement specialist or buyer
- Strong knowledge of various industries and market conditions
- Excellent written and verbal communication skill
- Impeccable negotiating and problem-solving skills
- Exceptional interpersonal skills and relationship building
- Ability to work independently and in a team environment
- Proficient in Microsoft Office products and other standard office technologies
MINIMUM QUALIFICATIONS (education, experience, skills)
- Associate’s degree in related field
- 2 years’ related experience
Substitution for degree
- High school diploma and
- 4 years’ experience in related field
PREFERRED QUALIFICATIONS (education, experience, skills)
- Bachelor’s degree in related field
- Valid driver’s license
UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS
The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Travel on small aircraft or ferry may be required.
