Director, Proposal Management
Job Introduction
Essential Duties and Responsibilities:
- Lead response development to Requests for Proposals, Requests for Information, and other State and Local Government requests.
- Lead a team to create compliant, compelling responses for assigned proposal sections/topics and creating associated graphics, charts, tables, appendices and other information in support of proposal development.
- Work with the Capture Manager and writing team to ensure compliant, on-time submission.
- Review and edit proposal responses for consistency, win theme incorporation, and other elements.
- Assist in locating qualification content amongst past bids, library, and knowledge center
- Lead the team through color and final review cycles.
- Leads a cooperative effort among various team members to coordinate bid activities with responsibility for results processes, accountability, and meeting deadlines.
- Follows processes and operational policies in selecting methods and techniques for obtaining solutions.
- Acts as advisor to bid team members to meet schedules and/or resolve problems.
- Develops and administers schedules and compliance requirements.
- Frequently interacts with employees and/or functional peer group managers, normally involving matters between functional areas, other company divisions or units, or customers and the company.
- Provides guidance to response writers.
- Recommends changes to establishes processes that affect immediate organization(s).
- Requires the ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship.
Minimum Requirements:
- 10+ years of experience within Proposal Management and two to five years of experience as a Senior Proposal Manager specifically for State and Local Government solicitations.
- S. Health & Human Services industry experience and APMP certification desirable.

Essential Duties and Responsibilities:
- Complete post- submission reviews, scoring submitted proposals and proposal materials against an agreed upon quality scorecard to ensure competitiveness and design.
- Maintain the currency of documented policies and procedures, to include ensuring development, adoption, and ongoing maintenance of policies governing proposal standards; processes, procedures, and methods for continuous improvement, i.e., spot checks, and post submission reviews.
- Make recommendations related to individual and follow-on training for skills remediation and enhancement to ensure processes are developed and people are using them in a uniform way across the department.
- Responsible for development, delivery, and upkeep of orientation and new-hire training.
- Facilitate lessons learned roundtables to discuss trend analysis of win-loss data support.
- Regularly report on win-loss trending and make recommendations for course corrections as well as relevant process and procedure changes, and recommendations for remedial and skills development training.
Minimum Requirements:
- Bachelor's degree in related field.
- 10-12 years of related professional experience
