JOB SUMMARY: Responsible for the development, management and supervision of the anti-doping Operations and Technology Departments to ensure USADA fulfills its mission to: Preserve the Integrity of Competition, Inspire True Sport, and Protect the Rights of U.S. Athletes. As an executive team member, this position also directs and assists in developing the organizations strategic plan and annual operating plans creating exceptional team communication, coordination, accountability and a measurable and clear plan for achieving results. Assists in the planning and participates in Board of Directors meetings. This solution-oriented position also directs the technology department including dynamic and innovative tech development team and the IT and data teams, as well as the testing and doping control operations teams in the planning and execution of: In-Competition Testing, Out-of-Competition Testing, and overseeing the Doping Control Officer program and USADA’s compliance with all applicable International Standards. Oversees the Business Development and Client Services positions to ensure current clients are supported and new business opportunities are obtained, where possible. Building and maintaining relationships with anti-doping organizations, national governing bodies, event organizers and other relevant international anti-doping partners is essential.

RESPONSIBILITIES:
• With direction from the CEO, manages the execution of the most effective strategy in the technology, doping control, testing, and business development to ensure USADA is effectively prioritizing and actioning solutions to fulfil its mission

• Provides daily and direct management and support of teams and individuals including the development of innovative technology, programs and processes, and leading team members in prioritizing and developing appropriate goals and objectives in order to successfully perform respective job requirements and their own professional growth and development
• Provides leadership and direction for applicable staff members including employee job development and performance review processes; also responsible for hiring, holding teams and individuals accountable, creating and/or reconfiguring team structures, initiating position changes and promotions, making salary recommendations, and performance coaching, up to and including termination.
• Develops strategic and operational planning for organizational and relevant divisions including understanding, communicating and relationship building with all stakeholders to identify needs, trends, challenges and opportunities for innovation
• Working together with the Executive Team, within USADA’s Strategic Plan, identify and develop opportunities to maximize organizational excellence between now toward LA2028 and beyond.
• Develops accountability measures for strategic goals for organizational and relevant divisions
• Oversees the USADA Technology Development Strategy and ensures the execution of the dynamic Technology Roadmap
• Develop, review, monitor and enact policies and best practices on doping control and sample collection matters including, but not limited to, capacity building, identification of areas of improvement and gaps and other needs to be a global anti-doping leader
• Oversees the technology, data driven processes and reporting to ensure the successful management of sport specific information, statistics and rankings to ensure maximum effectiveness of USADA’s testing programs
• Manage and oversee the Doping Control Officer support program to ensure most effective strategies to ensure consistency in DCO performance and accountability
o Oversees DCO Manual Policy and Procedure revisions Support DCO Operations Director in assessing DCO performance, recruitment, education, training, tracking error trends, etc.
• Oversees the test distribution plan and budget with the Olympic & Paralympic team
• Prepares and provides doping control updates for the test distribution plan
• Prepares and provides updates at periodic meetings regarding customer satisfaction, opportunities for improvement based on feedback provided by vendors, suppliers, and USADA staff
• Oversees the preparation of quarterly summary of all activities within Operations Divisions
• Oversees and implements recommendations of quality management where applicable

GENERAL:

REQUIRED QUALIFICATIONS:
• Bachelor’s Degree in an applicable field; and/or equivalent, applicable experience
• Minimum ten (10) years work experience in a related field
• Minimum ten (10) years successful work experience with staff management, supervision, and process creation
• Minimum five (5) years overseeing technology strategy and implementation
