The Water Quality Program within the Department of Ecology is seeking an engineer who is looking to start their career as a Municipal Facility Management Engineer (Environmental Engineer 2).
This position is located in our Northwest Region Office in Shoreline, WA and is eligible for a telework/in-office hybrid schedule. You will have the opportunity to telework the majority of your week, and should live within a commutable distance to our Shoreline office for in-person meetings, regional site visits, and activities.
This is an exciting opportunity to become part of a team of engineers and scientist dedicated to responsible development and thoughtful management of critical wastewater and reclaimed water infrastructure. Working under the guidance and supervision of a professional engineer, you will make vital contributions to the regulation, planning, design, and construction of wastewater treatment and water reclamation facilities in northwest Washington. Our municipal facility management engineers play an important role in regulating wastewater discharges from a variety of facilities located in King, Kitsap, Skagit, Island, and San Juan Counties by:
Developing wastewater discharge and water reclamation permits;
Reviewing general sewer plans, engineering reports and facility design documents;
Providing engineering oversight of infrastructure projects that receive financial assistance; and
Participating in inspections and enforcement activities.
After you join our team of environmental engineers and scientists, you will have opportunities to:
Review engineering documents and ensure that critical wastewater infrastructure projects in the northwest region are properly designed to meet state and federal requirements.
Provide technical guidance to help dischargers understand and meet state water quality rules and laws, and to improve operation of their facilities.
Protect Washington’s natural resources by building collaborative relationships and becoming a reliable point of contact for technical questions from the owners and operators of wastewater treatment and reuse facilities, as well as their consultants, contractors and other interested stakeholders.
Apply your technical writing skills to develop permit documents that clearly explain and justify requirements and permitting decisions.
Develop the experience necessary to take the Professional Engineering Licensing Exam.
The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

Our success relies on team members who have a passion for applying their excellent technical skills for the benefit of water quality in Washington. We’re seeking an engineer who is eager to build their professional skills as they learn to manage long-term, complex projects that involve collaborating with diverse technical teams. While this position does not require a Professional Engineering license, our preferred candidate is someone interested in working towards becoming a licensed Professional Engineer.

What you'll do:
As a Municipal Facility Management Engineer, you will work under the guidance and supervision of a Professional Engineer to provide regulatory oversight of domestic wastewater treatment plants to protect the state’s water resources. In this position you will:
Write and manage wastewater discharge permits and reclaimed water permits.
Develop permit conditions and apply mathematical models to complex biological, chemical and physical properties of the discharge and receiving environment.
Provide technical assistance and engineering guidance support for the planning, design and construction of wastewater and reclaimed water systems in compliance with state requirements and good engineering practices.
Review and recommend approval or disapproval of general sewer plans, engineering reports, plans and specifications, operations and maintenance manuals, and construction quality assurance plans.
Assist in improving unit business processes – collaborate with other Ecology staff to provide outstanding service to our regulated community, the public, and Tribes.
Help members of the public understand permits and other regulatory requirements around wastewater and reclaimed water facilities, as well as Ecology’s role as an oversight agency
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
The goal class for this position is an Environmental Engineer 2 (EE2). We will consider applicants who meet the requirements for the Environmental Engineering 1 & 2 levels. If the finalist meets the requirements for the EE1 level, then they will be placed into a training program to become an EE2 within a specified period of time.
At the College Career Graduate level: Salary Range 49 ($4,213-5,531$ Monthly)(In-Training)
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.
At the Environmental Engineer 1 level – Salary Range 55 - ($4,888 - $6,410 Monthly) (In-Training)
Option 1:
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.
AND
One year of environmental engineering experience.
Option 2:
A Master's degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
At the Environmental Engineer 2 level – Salary Range – 61 - ($5,668 - $7,439 Monthly) (Goal Class)
Option 1:
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.
AND
Two years of environmental engineering experience.
Option 2:
A Master's degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
AND
One year of experience in environmental engineering.
Special Requirements/Conditions of Employment:
Must possess and maintain a valid State's driver's license.
Desired Qualifications:

Experience or training in developing and/or implementing NPDES permits.
Experience or training in wastewater treatment plant design and operations, including preparing and/or reviewing general sewer plans, engineering reports, and contract documents (plans and specifications) for municipal wastewater treatment facilities.
Experience communicating complex technical issues to non-technical audiences.
