GENERAL SUMMARY

The Traffic Services team within the City’s Public Works Department leads and supports a broad variety of transportation planning, operations, development, and capital functions citywide. The Engineer II – Traffic Analysis position plays a critical role overseeing transportation concurrency and ensuring the City’s transportation infrastructure keeps pace with growth and development. This position requires a comprehensive understanding of transportation level of service standards, methods of analysis and application of codes and standards, as well experience utilizing various traffic modeling software.

DEFINITION
To provide professional and technical engineering for the design, construction, operations and maintenance of traffic assets. Responsible for traffic control devices, on-street parking programs, traffic safety improvements, transportation concurrency, and other transportation supportive functions.

Receives direction from the assigned supervisor or manager.

EXAMPLES OF DUTIES

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS Essential and other important responsibilities and duties may include, but are not limited to, the following:
Common Essential Functions:

  • Maintain and update City traffic engineering design standards; research and provide guidance for traffic policy and code updates.
  • Review City capital and development related transportation improvements for compliance with traffic engineering standards, transportation plans, and City code.
  • Conduct inspections of work-in-progress; ensure projects are constructed in compliance with applicable codes, regulations, and standards imposed by various permits.
  • Review developer and City capital project product submittals as they relate to transportation, traffic control devices and equipment.
  • Investigate traffic operational or safety concerns identified by staff, residents, businesses, and other agencies; support and lead public meetings.
  • Develop materials for and support transportation grant efforts.
  • Utilize asset management for establishing priorities for programs and maintenance.
  • Conduct and review traffic safety and operational studies; interpret, communicate, and apply results.
  • Provide professional traffic engineering expertise for tort issues as they arise.
  • Develop and coordinate special event traffic planning and control for parades, street closures, weather events, emergent maintenance activities, or other similar events.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of traffic engineering; provide input and involvement in federal and state regulations including the Manual of Uniform Traffic Control Devices.
  • Support and review plans and field conditions for compliance with American with Disability Act.

Traffic Analysis

  • Scope and review development transportation impact analyses and environmental documentation to determine the need for transportation safety and/or operational mitigations.
  • Build and maintain a dynamic traffic model to assist with impact analysis and anticipate level of service failures.
  • Oversee all aspects of the City’s Transportation Impact Fee program including rate study and municipal code updates, review and creation of independent fee calculations, Level of Service analysis, and program accounting.
  • Oversee the City’s Restricted Parking Zone permitting and other parking programs as needed.

QUALIFICATIONS

Knowledge of:
Principles and practices of traffic engineering as applicable to a municipal setting.
Methods and techniques used to manage a traffic signal system and develop signal timing plans.
Methods and techniques used in engineering plan review.
Methods and techniques used to conduct on-site engineering inspections.
Methods and techniques used in asset management.
Applicable computer software applications.
Data collection methods, procedures, and equipment, including traffic counters and computers.
Pertinent Federal, State and local codes, laws and regulations.

Utilize Synchro traffic modeling software to determine intersection delay and optimize signal timing plans.
Analyze and map spatial traffic data using ArcMap software.
Create documents utilizing AutoCAD. Review engineering plans and specifications. Respond to requests and inquiries from the general public and interact with local communities. Interpret and apply Federal, State and local policies, laws and regulations. Establish and maintain effective working relationships with those contacted in the course of work.
Build traffic models using Synchro, Vissim, Sidra or other modeling software.
Update and manipulate travel demand models using Emme or other applicable software.

Experience and Training Guidelines* Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Minimum of five years in transportation engineering.
Minimum of three years of experience utilizing traffic modeling software.

Training*: Equivalent to a bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.

License or Certificate*:
Registration as a Professional Engineer in the State of Washington
Possession of a valid state-issued Driver's License

SUPPLEMENTAL INFORMATION

Employees Working Remotely: The City has implemented a remote work policy that will allow staff to work up to three remote days a week. Full-time remote work is not an option. Once hired, employees must reside in the State of Washington.
COVID-19 Vaccination Requirement: A candidate selected and offered the job must be fully vaccinated and demonstrate proof of vaccination against Covid-19. (Per City policy, a person is fully vaccinated against COVID-19 if two weeks have passed since they received all doses of a vaccine as prescribed by the FDA, CDC, and/or the Washington State Health Officer, including a booster shot based on availability and eligibility.) Environmental Conditions:
Office/remote work and field environment; travel from site to site; extensive public contact.
Physical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time, and for conducting work-in-progress inspections; near visual acuity for the review of technical engineering plans and specifications; communication with the public.

Pay: $96,063.00 - $121,745.00 per year
