MINIMUM QUALIFICATIONS:
A baccalaureate degree with twenty-four semester hours in accounting plus five years of professional level experience in accounting or financial auditing, two years of which must have been at the supervisory level or above.
 
SUBSTITUTIONS:
A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of the general experience.
 
A master's degree in accounting, business administration, finance, management, economics, quantitative methods, or public administration will substitute for one year of the required general experience.
 
SUBSTITUTIONS FOR DEGREE ONLY:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree (not the 24 hours in accounting).
 
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree (not the 24 hours in accounting) as follows:
 
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
 
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
 
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Serves as the primary executive assistant to the Bridge Design Engineer Administrator (Engineer 8 DOTD) in matters related to the primary office administration of a large engineering Section.  In the absence of the Bridge Design Engineer Administrator, the position ensures that the administrative affairs of the Section are carried out and the continuity of all business is maintained.  Uses initiative and independent judgment to ensure that the normal flow of work is maintained in a continuous and efficient manner.   Greets, screens and directs visitors and phone calls for the Administrator and the Section.  Assists with the monitoring, coordination and preparation for the Administrator in the following areas: e-mails, calendar, correspondence, office procedures, meetings, employee evaluations and planning's, attendance at technical conferences, travel, timesheets, presentations, appointments and other administrative matters.  Recommends and implements new administrative procedures as needed to improve the efficiency of the Section.  
 
20% Human Resources
 
Position serves as the Human Resource leader and coordinator for the Bridge Design Section.  Initiates, organizes, prepares and documents necessary for approval by Administrator for the following areas:  new advertisements to fill vacant positions, add new positions, reallocations, resignations, permanent employee status, merit raises, promotions or any other HR matters for the Section.  Creates, organizes, revises and maintains files for all positions descriptions (SF-3's) for all Section employees. Creates, organizes and maintains the Section organizational chart and employee work schedules and files in Section server. Coordinates and provides new employee ID badges, computer ID's or replacements.   Leads Section efforts for coordinating, collecting, and processing of mid-year and end of year employee planning and evaluations (PES) to the Human Resource Section.   Responsible for Quality Control (QC) and Quality Assurance (QA) for these PES documents before documents are finalized.  Coordinates any employee planning updates during the fiscal year due to position changes or new hires.  Creates, maintains and files Standard Operating Procedures (SOP's) for this position and other key Section positions (Assistant Administrators, Adm. Program Specialist "A", etc.) to accurately document duties and responsibilities for succession planning.
 
20% Section Payroll
 
This position serves as the payroll leader and coordinator for the entire Bridge Design Section of approximately 69 employees. Responsible for all eight (8) Bridge Design gangs to collect, input, process in LA GOV, perform required audits, perform post input correction of errors and permanent filing and maintenance for Section records based on DOTD retention policy. Responsible for adjustments to employee work schedules when needed in LA GOV system for payroll purposes due to holidays or other changes in work week schedules. Position initiates, creates and documents for approval special employee requests for educational and family leave for all Section employees.  
 
10% Section Travel
 
Position serves as the leader in coordinating and processing all in-state and out-of-state travel for all Section employees. Coordinates, plans and reserves any travel accommodations for employees based on Department and state travel regulations. Prepares required travel authorizations for approval and completes all expense reimbursements in accordance with Department policy and the LA GOV system. Maintains employee travel authorizations in Section server and files for future use and reference.  
 
10% Employee Training Liaison
 
Serves as the Training Liaison leader for the Section.   Coordinates and monitors employee training requirements for all Section employees and issues notices to employees for any required Department training or job specific training.   Assists employees with any questions or needs concerning their training requirements.   Maintains monthly lists of training requirements for all Section employees and prepares training transcripts to be included for each employee's end of year performance evaluation. Coordinates any activities with LTRC training manager for any required or new training that is required for employees or requested by the Section Administrator.  
 
10% Administrative Office Duties
 
Responsible for the daily Section mail operations for all Section projects and other correspondence.  Collect, sort, screen and distribute all Section mail on a daily basis to the proper Section Project Manager and/or Task Manager. Prepare and transmit all outgoing mail, project documents and faxes for all the Section's Bridge Programs and other projects. In the absence of the Section's other Administrative Assistant, the Administrative Program Specialist "A", this position will provide assistance with these duties such as correspondence document records management/scanning, inventory of Section equipment, inventory of supplies, equipment and supply purchasing, accounts payable, Section Safety, Section budget so that the Section may run efficiently during the employee's absence.   Provide training to Administrative Program Specialist "A" with the Administrative Assistant 5 duties to assist with position's duties in case of an absence.    
 
5% Emergency Operations
 
May be required to perform other duties as necessary including, but not limited to emergency/disaster support activities. This position is responsible for working in the emergency call center at DOTD Headquarters in the Communication Section when needed for disaster response assistance. While in official capacity, comply with any applicable Louisiana and Civil Service laws, rules, regulations, as well as DOTD policies, procedures, manuals, and directives.
